Pa. Study: Kids in Foster Care 3 Times As Likely To Get Psych Drugs

PHILADELPHIA (CBS) — Children in foster care in Pennsylvania are at least three times as likely as other children to receive drugs used to treat mental illness.

That’s the conclusion of research released today at Children’s Hospital of Philadelphia, and the results have public health officials concerned.

Researchers found that while about 15 percent of all children covered by Medicaid receive psychotropic drugs — drugs that work on their brains — about 45 percent of those in foster care do.

State human services secretary Ted Dallas (in photo below) says it’s true that kids in foster care may have greater mental health needs because of the trauma that got them in the system, but he says the disparity indicates that overmedication is taking place.

“To think that we’re compounding that damage (of foster care placement) by inappropriately prescribing medication to these kids is deeply disturbing to me and is simply unacceptable,” he said.

Pennsylvania officials have already launched a response. Deputy human services secretary Cathy Utz says it includes increased monitoring of prescriptions for foster children and better training for their relatives and foster families on how they can get involved and “be part of the fight in the overmedication of children in foster care.” Source: philadelphia

With alarming frequency, foster and health care providers are turning to a risky but convenient remedy to control the behavior of thousands of troubled kids: numbing them with psychiatric drugs that are untested on and often not approved for children.

A new report issued from the Bay Area News organization, raises the alarm on mass prescribing of dangerous psychotropic drugs to California’s foster care children. Among the findings of the investigation: Nearly 1 out of every 4 adolescents in the California foster care system is being drugged, 3 times the rate for adolescents nationwide. Even more alarming is that of the tens of thousands prescribed psychiatric drugs, nearly 60% were prescribed powerful antipsychotics which have been documented by 72 international drug regulatory warnings to cause heart problems, stroke, diabetes, convulsions and sudden death.

The Citizens Commission on Human Rights, a mental health watchdog organization responsible for helping to enact more than 150 reforms against abusive mental health practices, says this treatment of children is medical neglect, and reforms must be enacted to protect this vulnerable population.
