Former Foster Parent Criminally Charged for Child Sex Abuse – Again

Sexual abuse perpetrated against a child is a deplorable reality of living in a sin-stricken world. The psychological, emotional, spiritual, and physical damage of the abuse remains long after molestation has ended. The Bible speaks vehemently against hurting children and against sexual sins and perversions of all kinds. It also offers hope for healing and forgiveness.

Why does child sexual abuse happen?

The short answer to “why” abuse happens is that we live in a world marred by sin. Often, those who molest children have themselves been molested. They may have been hurt in some other way as well and choose to victimize children in an attempt to regain a sense of power or worthiness. Many times, sexual abuse is a misguided attempt to find intimacy. Whatever the emotional, familial, or psychological history of the molester, sexual abuse is evil.

More horrible news this week highlighting the fact that the U.S. Foster Care system is America’s #1 pipeline for child sex trafficking.

After 5 Investigates uncovered years of physical, mental and sexual abuse in a state licensed foster home, the state launched a review and the Worcester County district attorney opened an investigation in a case that has been hidden for decades.

Ray Blouin tried to duck 5 Investigates’ questions last summer by claiming he did not remember sexually assaulting two young foster girls in his Oxford home in the early 2000s.

“I have no idea what you’re talking about,” Blouin said, despite the fact that he was charged and convicted in the past for the sexual assaults.

Blouin, a former foster father, is already a registered sex offender — after pleading guilty to those crimes.

Now, 5 Investigates has discovered new allegations of more abuse.

In the latest case, John Williams told investigators that when he was a young foster child, he was neglected by his foster parents — forced to sit naked with another foster child — and was fondled by Blouin, who put his hands in his underwear and touched him on multiple occasions.

“I would consider everything that every child went through at the Blouin home was considered some type of sexual abuse,” Williams said.

Williams and his younger brother, Nathan, told 5 Investigates they were beaten, put in dog cages for hours and tortured by Blouin’s wife, who is a registered nurse, and her boyfriend, who moved into the home after her husband’s conviction in the earlier cases.

Williams and his younger brother, Nathan, told 5 Investigates they were beaten, put in dog cages for hours and tortured by Blouin’s wife, who is a registered nurse, and her boyfriend, who moved into the home after her husband’s conviction in the earlier cases. 

“I’ll never forget … all the times that I was hogtied, tied up in a diaper or thrown into a dog cage,” Williams said.

Interviews with several of the foster children who once lived there uncovered state and court records showing warning signs of abuse and red flags that were missed.

“Victims who are children are the most vulnerable,” said WCVB legal analyst Greg Henning.

Henning said that because Williams had the courage to come forward with allegations that are sexual in nature, prosecutors can move forward, even though the alleged crime happened so long ago, unlike physical abuse and most other crimes that have a shorter statute of limitations.

“Until you’re a victim until your somebody that’s gone through it, you can’t understand why it might take so long,” Henning said. “So even though there have been 21 years that passed, when people hear these victims testify, when they watch them, when they understand it personally, you can see why it’s taken so long for them to come forward.”

“Something like this affects you forever,” Williams said.

When 5 Investigates called Blouin for comment for this story, he hung upon us. He is scheduled to be arraigned next week on a charge of indecent assault and battery on a child under 14.

Two other foster children from the home have also disclosed additional abuse as part of the ongoing investigation.

In Providence, Rhode Island, a man was sentenced to 40 years in federal prison followed by a lifetime of probation for repeatedly recording himself raping an unconscious child.

The news does not mention a connection with foster care, but since the man was caught with one of the largest collections of child pornography ever seized by law enforcement in Rhode Island, which consisted of more than 36,000 images and 960 videos, it is almost impossible that he would have been able to do this without access to children in foster care.

A man who prosecutors say repeatedly recorded himself raping an unconscious child was sentenced Thursday to 40 years in federal prison followed by a lifetime of probation.

Jordan Monroe, 54, has been in federal custody since Rhode Island State Police and the U.S. Department of Homeland Security conducted a search of his Warwick home on May 12, 2016.

Investigators found “one of the largest collections of child pornography ever seized by law enforcement in Rhode Island,” according to the office of U.S. Attorney Aaron Weisman, which consisted of more than 36,000 images and 960 videos.

Weisman’s office said the videos included at least 19 incidents of child rape taking place over a span of approximately three years.

In addition, Monroe had in his possession a manifesto titled “How to Practice Child Love,” created to teach pedophiles how to find, isolate, molest, and rape children and not get caught, according to Weisman’s office. Source

Caring for children is spoken of highly in the Bible. For example, James 1:27 says that caring for children in need pleases God: “Religion that God our Father accepts as pure and faultless is this: to look after orphans and widows in their distress and to keep oneself from being polluted by the world.” Ephesians 6:4 says, “Fathers, do not exasperate your children; instead, bring them up in the training and instruction of the Lord.” Psalm 127:3 calls children “a heritage from the Lord.” Jesus’ interactions with children (notably in Matthew 18) demonstrate the value God places on them. The Bible speaks often about caring for the weak, poor, and needy—and this would include at-risk children (Proverbs 14:3117:519:1731:8–9). Followers of Christ are consistently called to love others. Molesting a child can in no way be mistaken for love.

The Bible also speaks strongly against sexual sin. Sex is a gift given by God meant for marriage. Sexual perversion of all kinds is soundly condemned. Sexually assaulting a child is never justifiable; it is always wrong.

How can I heal from being sexually abused?

If you or someone you know is being molested, or you suspect abuse, you must contact the appropriate authorities. If you were abused as a child and suspect that your abuser is still harming others, please report it. Medical, legal, and psychological intervention is likely necessary. Children should never be left in abusive situations. Check with your local department of human services for reporting procedures.

There is hope and healing in Christ, even for those who have been sexually abused as children. The journey to healing will look different for each person. It begins with a recognition of the abuse and the damage it has done. Healing continues as the abused person learns to trust Jesus and release the pain to Him. The road is long and will require safe companions, such as a counselor, a pastor, and loving family members.

Our Savior, Jesus, said that He is the fulfillment of this prophecy: “The Spirit of the Lord is on me because he has anointed me to proclaim good news to the poor. He has sent me to proclaim freedom for the prisoners and recovery of sight for the blind, to set the oppressed free, to proclaim the year of the Lord’s favor” (Luke 4:18–19). Meditate on those words.

“Pedophile” has reverberated throughout America. But beneath our anger and revulsion, a fundamental question pulsates: Are those who abuse their positions of trust to prey upon children—a category certainly not limited to those in religious orders—sick … or are they evil? We need the answer to that fundamental question. Because, without the truth, we cannot act. And until we act, nothing will change.

My job is protecting children. It has taken me from big cities to rural outposts, from ghettos to penthouses, and from courtrooms, into demonic battlefields. But whatever the venue, the truth remains constant: Some humans intentionally hurt children. They commit unspeakable acts—for their pleasure, their profit, or both.
